As you know the fishing in the Baja is just like the fishing was in Southern California 50 years ago. In other words take the population out of the picture and nature fills the gap. In the general Ensenada / Punta Banda area the Panga Boat fishing is always good. It is also true that you can cast from the shore almost anywhere and catch fish if you know what you are doing. Check out two of my most favorite past times.
